A high teacher and nurse absentee rate and drop-out rate is observed in rural areas, as they always prefer to work in better living conditions (urban and semi-urban centres); the consequences are the drop in student education level, precarity and lack of adequate healthcare for rural populations. In order to minimize these negative effects, this project proposes initiatives that should contribute to improving living conditions for civil servants and others whose professional life is affected in peri-urban and rural areas. The goal is to provide these professionals with solar kits for lighting, ventilation, communications, television, etc.; by creating specific revenue-based access conditions for these kits.
